Shoreland Overlay District

Roseville's current shoreland regulations are based on the decades-old model ordinance developed by Minnesota Department of Natural Resources (DNR). The updated ordinance would be largely similar to the existing regulations, but the proposed amendments would bring Roseville's regulations in line with the DNR's current model ordinance.

Sustainability Incentives
Roseville's 2040 Comprehensive Plan includes a significant focus on a broad range of sustainability issues. To advance some of these goals, the proposed zoning update includes an incentives system intended to increase developers' incorporation of sustainability features in new development projects.

Shoreland Overlay District Open House
Because of the proposed expansion of the areas subject to the shoreland regulations, City of Roseville staff is hosting an open house on Thursday, November 17, 2022, from noon until 6:00 p.m. in City Council Chambers to provide further details about the regulations and answer questions about how they might affect the properties affected in the overlay district. Public Hearing for Phase Two Updates

The public hearing for the proposed amendments relating to shoreland regulations and sustainability incentives will be held at 6:30 p.m. on Wednesday, December 7, 2022, in City Council Chambers.

What is the Zoning Code?

The Zoning Code is the set of rules that identifies how individual properties within the City can be used. It also sets standards for how buildings may be developed or changed. The Zoning Code is structured by dividing the City into districts and then identifying what can occur in each district. The Zoning Map, available here, shows where the City’s zoning districts are located.

The Zoning Code also has standards that apply to all districts, such as parking, landscaping, screening, signage, etc. State law requires that the Zoning Code’s regulations are consistent with the City’s Comprehensive Plan.

What is the 2040 Comprehensive Plan?

The 2040 Comprehensive Plan is a document that is a tool for guiding the growth, redevelopment, and overall improvement of the City. While the most recognized part of the Comprehensive Plan is its land use plan, the plan also includes goals, objectives, and strategies that direct actions related to housing, economic development, transportation, parks, trails, open space, environmental protection, and utilities. To meet state law and to ensure that the Comprehensive Plan is reflective of the community’s vision and current trends, the Comprehensive Plan is updated every 10 years. The most recent Comprehensive Plan, which was adopted in 2020, looks out to 2040. More information about the 2040 Comprehensive Plan can be found on the City’s webpage at
