Financial Resources

Brownfield Cleanup Funds - There are many sources of funds for cleaning up brownfield properties from local, state and federal resources.  In addition, in the Twin Lakes area, the City has additional financial resources and brownfield consultants to assist property owners in property cleanup.

DEED (Department of Employment and Economic Development) has a wide variety of financial resources available to all types of economic endeavors. 
Economic Gardening Program - This programs supports entrepreneurial growth of for-profit companies that generate annual revenue or have working capital of between $1 million and $50 million, employ between 10 and 99 full-time employees, and demonstrate growth in employment and/or revenue during two of the last five years.

Greater MSP - Serving the Twin Cities Metro, Greater MSP has the relationships and expertise to connect businesses with venture capital resources, private sources of capital and financing, and federal, state and local government financing and incentive.

Metropolitan Council Livable Communities Grants - These grants are intended to revitalize economies, create affordable housing, and link different land uses and transportation. 
  
PACE
(Property Assessed Clean Energy) Program - This program provides an innovative way to finance energy efficiency and renewable energy upgrades to buildings.

Ramsey County Business Loan Program - Available on a first-come, first-served basis to for-profit start-up or expanding businesses, these loans are for commercial, industrial or service businesses located in or moving to Ramsey County. To qualify, businesses must be registered to do business in Minnesota and must demonstrate a need for public financing.

Small Business Administration - Though the SBA doesn't provide loans directly to businesses, it works with local financial institutions to facilitate small business lending through the SBA loan guaranty programs.  
 
TIF - (Tax Increment Financing) - This financing tool captures the increased property taxes generated by a new construction or a substantial expansion project.  A portion of these increased property taxes (the increment) can then be used to reimburse the business for project costs such as site improvements and utility connection.  TIF is initiated at the city level, but is regulated by the State of Minnesota.

Tax Abatement - Tax abatement is a tool that allows the city to reimburse a business for a portion of its property taxes for a limited period of time and is therefore similar to tax increment financing (TIF).   Tax abatement funds are generally more flexible than TIF funds, although the amount of financial assistance is often significantly less than can be provided by TIF.
