During the City Council’s recent priority planning discussions, the Southeast area of Roseville was identified as a dynamic area of the City that is ripe for revitalization. To that end, City elected officials and staff have become active partners in several efforts to help move the revitalization efforts forward! Open House Meeting for 211 N. McCarrons

At their January 23 meeting, the City Council directed the  Planning Division  to hold an Open House to gather feedback from property owners and commercial and residential tenants about the proposed Comp Plan/Zoning designations. The Open House will be February 16 from 6:00 to 8:00 pm in the City Hall Council Chambers.  View Invitation.  

Community Input Meeting - 211 N. McCarrons

On January 23 the City Council received a presentation on the feedback from the Community Input Meetings held in November 2016 regarding the possible land uses and potential rezoning for 211 N. McCarrons. (See Council Agenda - Item 14b; View Jan. 23 Meeting - Item 14b begins at approximately 1:37). Council directed staff to begin the Comp Plan Amendment/Rezoning process to guide the property to have a Comp Plan designation of Low Density Residential (LDR) with a Zoning of LDR-1, which would allow up to 4 single family homes per acre.

A Community Input Meeting was held on Tuesday, November 15 to explore rezoning options for 211 N McCarrons Blvd, the former National Guard Armory property.  More than 80 people attended the two sessions.  During each session Community Development staff discussed the types of development that could be supported over a range of zoning classifications. Attendees asked questions, provided comment, and were given a survey that asked them to identify their preferred development options.  Use the links below to view the presentation materials and access the online survey.

Multi-Jurisdictional Collaboration and Visioning

Representatives from Roseville, Saint Paul, and Maplewood are collaborating with Ramsey County on ways to revitalize the Larpenteur Avenue and Rice Street corridors. The corridors, which border Southeast Roseville, were identified as a priority area in the Policy Priority Plan adopted by the City Council for 2016.

Karen Interagency Work Group

The Karen Interagency Work Group, which includes several nonprofit groups and social service agencies, started meeting in 2014 and now holds monthly meetings. The group is focused on better understanding refugee resettlement issues and finding available resources to support our newest immigrants.

Focus on Rental Housing and Information

The group first addressed the need to ensure that safe, affordable housing was available. In late 2013 the Council approved a Rental Licensing program, which allows City staff to inspect rental units and work with property owners to make substandard units code-compliant. In 2015, City staff also worked with ECHO Minnesota and a variety of housing agencies to produce and distribute a video about renters’ rights and responsibilities. The video is now available in 5 languages: Karen, Hmong, Somali, Spanish and English. In addition to the video, the Minnesota Literacy Council has developed an English Language Learner (ELL) curriculum on rental rights and responsibilities that was piloted in 14 different schools and launches in summer 2016 in Roseville Area Schools.

Increasing Recreational Programming

The Working Group identified a need for youth to have affordable and easily accessible summer and after-school recreation opportunities. A subgroup of the Work Group is now working to make this a reality. One of their partners is the Roseville Police Department, who is working with the Parks and Recreation Department to find space and to expand opportunities in the area.

Building a Community Garden

Out of the Working Group also emerged a subgroup focused on developing a community garden in the area. What was once a seed of an idea is now a wonderful reality! Thanks to the concerted efforts of members of the Lake McCarrons Neighborhood Association and staff from the cities of Roseville and Maplewood, more than 200 plots are now available within walking distance of the immigrant communities that live predominantly in Southeast Roseville.
