Absentee voting for the 2019 Mounds View Area School District and the Roseville Area School District elections begin on September 20. Ramsey County voters may cast an absentee ballots in person at Ramsey County.
Ramsey County offices are located at 90 West Plato Blvd, St. Paul.
A person may register to vote and vote at the same time. Votes can be cast from 8:00 a.m. to 4:30 p.m. Monday through Friday at the St. Paul location. Extended hours will be offered the final week before the election. Contact Ramsey County Elections at 651-266-2171 or visit rcelections.org for hours. Sample ballots are available at mnvotes.org.
Voters can also vote by mail. Voters must complete an application to request a ballot be sent to them. Apply for an absentee ballot at rcelections.org or call 651-266-2171 and an application will be sent to you. Applications are available in Chinese, English, Hmong, Karen, Khmer, Lao, Oromo, Russian, Somali, Spanish, Vietnamese and large print.
From October 29 through November 4, Ramsey County residents may vote at any of the early voting locations in Ramsey County. When voting early, the voter feeds the ballot into a voting machine.

• Saint Paul – Highland Park Community Center, 1978 Ford Pkwy.
• Saint Paul – Historic Como Streetcar Station, 1224 Lexington Pkwy.
• Shoreview – Ramsey County Library, 4560 N Victoria St.
• White Bear Lake – Ramsey County Library, 2150 2nd St.
