[ARCHIVED] Your Input Wanted on Proposed Budget

Let the Roseville City Council know what’s important to you. On August 8, the City Council will hold a budget hearing and you are invited to comment.

The City Council requested staff present a budget that cuts operations for tax supported programs by 2%. The proposed budget is based on priorities of the City Council feedback from the community survey, Imagine Roseville 2025 and the Parks and Recreation Master Plan.

Among recommendations in the draft budget are:
* Reduction of three additional staff positions including eliminating a Recreation Supervisor, a position in Streets and Pathways. * Reducing the Police Community Relations Coordinator position to half time
* Eliminating the Leaf Pickup Program * Eliminating the Rosefest Parade, the Fourth of July Celebration and other events
* Eliminating the Summer Entertainment series * Reducing staffing for the main reception desk
* Zero percent wage increase in 2012 and a one percent increase in 2013

The proposed budget implements a two-year budget cycle, helping the council to make funding decisions based on long-term needs.

In June the City Council agreed to a target not-to-exceed levy increase of 3.4% over the 2011 budget. The difference between the levy and the 2% operations decrease would be used to strengthen capital replacements. The 3.4% target is being used for staff planning purposes. However, the council could adopt a higher or lower not-to-exceed levy in September. The City Council will adopt the final budget and levy in December.

Roseville routinely compares budgets and tax levies with other metro-area suburbs of similar size and demographics. For the tenth year in a row Roseville has the lowest tax ranking. In 1995, Roseville was 12% below the peer average. In 2000, we were 22% below average. Today, we are 27% below average.

So what do you think of these plans? The Council has set aside time at the August 8 meeting specifically for public comments regarding the proposed budget. If you are not able to attend the meeting you can share your thoughts with Councilmembers ahead of time.
