City Hall is located on the corner of Lexington Avenue and County Road C. The main phone number for City Hall is 651-792-7000.
Some residential permits can be issued immediately over the counter, these include: roofing, residing, HVAC, plumbing, and window replacements.
Permits that require plan approval require a minimum of 5 to 7 business days for staff review. Examples include: garages, additions, remodeling, decks, and others. Projects that involve variances or other land use requirements may require more time for review.

Qualifications to run for a City Council seat include:Must be an eligible voter of the City;21 years of age; andResident of the City for at least thirty days before general election.
1. In years when a state general election is held, political signs may be posted 46 days before the primary election until 10 days following the state general election. Any such signs must be removed by those responsible for their being posted.2. In years when no state general election is held, if there is a primary for any office, political signs for all offices may be posted no more than twenty one (21) days before the primary election. When there is no primary for any office, such signs may be posted not more than twenty one (21) days before the general election. All such signs must be removed by those responsible for their being posted within five (5) days following the general election. Said political signs shall not exceed twelve (12) square feet gross area.3. Political signs shall be set back at least fifteen feet (15') from the outside edge of any street or back of curb of all city and county streets.4. Political signs shall not be placed so as to cause a hazard to public safety.5. Political signs shall not be placed on any property without permission of the property owner.6. Political signs shall not be located on any city owned property.7. Signs in violation of above provisions may be removed by city staff and stored for two (2) weeks. According to the U.S. Environmental Protection Agency (EPA), geothermal heat pumps are the most energy-efficient, environmentally clean, and cost-effective systems for temperature control. Although, most homes still use traditional furnaces and air conditioners, geothermal heat pumps are becoming more popular. In recent years, the U.S. Department of Energy along with the EPA have partnered with industry to promote the use of geothermal heat pumps.
Even when it's very cold outside, heat needs to be extracted from the surface of the ice to maintain the skating surface. This heat can be captured and used to heat the building, provide snow melt on the outside sidewalks or heat a building next door. If it can't be used, the heat is stored in the earth loop around the building, ready to be used when needed. Instead of spending money to get rid of the heat you take out of the ice and then using more energy to heat the building, the geothermal system recycles the heat inside the building. It leaves more of the budget to promote the rink and skating programs and it's a lot better for the environment. Integrated Systems can get up to 7 units of energy for each unit of electricity purchased.
The Roseville Arena geothermal system is the first phase of what may become a campus wide heating and cooling system. The waste heat from the Arena and eventually the OVAL refrigeration systems could provide enough energy to heat City Hall and the maintenance garage.

If the blockage is in the homeowner’s sewer line (connection from the home to the sewer main), the homeowner is responsible to contact a plumber and pay any cleanup or repair costs.

If snow is falling at a rate greater than can be cleared by the Zamboni, the OVAL must be closed to maintain a quality, safe sheet of ice.
As a general guideline, OVAL activities are cancelled when windchills are consistently below -25 degrees according to Weather.com. However, user groups have the option to skate even if windchills fall below this threshold with management approval.
